Abstract

The Cuban Integral System of Tax Administration (SICAT), whose development began in 1996 from the source code of Tax Solutions, an application created by the Inter-American Center of Tax Administrations (CIAT), is fundamental software in fiscal control of the National Tax Office. Tax Administration (ONAT). Until December 2019, with the arrival of the Integrated Tax Management System (GESTI), a new software better adapted to the needs of the country, with new technologies and features. From that moment on, SICAT took a background position in the central work of the office, it is used as a taxpayer history, and its data is used by other applications such as UtilSICAT. Although to maintain its services, it was necessary to use old computers (Windows XP or Windows 7, with RAM memory no greater than 1Gb) or new computers with virtual machines installed, and without taking into account the maintenance sequences required. To this is added, the server dedicated to hosting an Oracle 9i database, where the data was stored. With SICAT Web, SICAT is migrated to a new, more up-to-date version of the database and a refined, standardized structure that is compatible with new applications, combined with a web application that uses current technologies and their advantages from the point of view of operational and technological view.
