Proposal for an economic and financial instrument for the integrated environmental management of Matanzas Bay

In order to face the fundamental causes of environmental problems, it is necessary to adopt measures in the decision-making process that integrate the costs and benefits of altering the environment. The use of economic instruments of environmental policy can be one of these, with the purpose of contributing to minimize or repair the effects caused by man. The State is in charge of using them and encouraging these agents to make use of environmental management in each process in a responsible manner. Therefore, this paper establishes the theoretical basis for the design and application of an economic-financial mechanism capable of contributing to the financing of integrated environmental management of bays, based on the use of economic instruments.
