Cultural heritage in Portoviejo, Manabí. Ecuador. Regulatory framework and current situation.

Public cultural heritage constitutes a potential resource in local and regional development initiatives through the promotion of tourist activity, as it is seen as almost the only alternative in the search for prosperity for localities and regions. Ecuador is a country that houses an invaluable cultural wealth which highlights the need and importance of the protection, conservation and transmission to future generations of its cultural heritage. Manabí is one of its provinces and has a wealth of tourism in clear development, with natural, cultural and scenic attractions. Portoviejo is the capital of Manabí and also has extensive cultural attractions allowing over time the development of activities in a certain space, creating a series of tangible cultural heritage. Knowing about the current legal framework in Ecuador and the cultural potentialities of Portoviejo, as well as the problems it faces to develop them as a local strategy in generating income has been the objective of this research. Using the documentary bibliographic research technique, the characteristics and qualities of the legislative framework of cultural heritage in Portoviejo, province of Manabí, Ecuador were studied, allowing reality to be interpreted through documents that contain norms, resolutions, as well as previous studies
