The Magazine deals with works related to governmental and business financial administration; the public budget, fiscal, financial, tax, accounting, treasury and public credit, State assets, prices and insurance policies. Papers will be accepted in the areas of economic-financial analysis, planning, budget management, treasury, as well as other issues related to public finance management and the preparation of human resources involved in the processes.

The magazine will be made up of the following sections:

  1. Editor's Note, to address the main elements of the issue being presented.
  2. Original articles, where the results of work and research will be published under this modality.
  3. Legislative news, to publish and comment on the new provisions, their basis and measures of the implementation process.
  4. Training, which may include training programs and events, their call and evaluation.
  5. Reports, to recognize the work of professionals and cadres linked to the country's financial sector.
  6. Speeches and interventions, to spread the presentations of the Annual Budget Law, its liquidation or other interventions of the main cadres of the organization.
  7. History, to reflect the results of historical research in this field.

Objectives

The edition of this Magazine has as objectives:

  1. Address the work of cadres and specialists of the Finance and Prices system in the country, the result of the investigations, activities and tasks carried out by the Ministry of Finance and Prices, its dependencies, the universities and other entities.
  2. Provide national and foreign information on the topics of budget, accounting, finance, insurance, tax administration and financial administration, legislation, business system, among others related to the Agency's profile.
  3. Disseminate training actions.
  4. Recognize the results of the work of young people, cadres and technicians, highlighting the work experience.
  5. Address the presentation and analysis of the new regulations, their foundations and implementation strategy.

The publication has a national and international projection.

Open Science Policy

This journal provides immediate open access to its content, based on the principle that providing the public with free access to research supports a greater global exchange of knowledge.

Open Access is the condition where the copyright holder of a scholarly work grants usage rights to others using an open license (of type Attribution-NonCommercial-NoDerivatives 4.0 International) allowing for immediate free access to the work and permitting any user to read, download, copy, distribute, print, search, or link to the full texts of articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose.

Arbitration process

The open peer arbitration method will be used. Each work will be evaluated by two experts, at least one of them will be external to the Ministry of Finance and Prices, the endorsements made by both experts will be sent to the journal's management and analyzed by the Content Management Committee who will approve its publication.

When the articles come from the Center for Accounting, Financial and Insurance Studies, or from tribunals of scientific events, they will be accompanied by the arbitration opinion.

Anti-plagiarism policy

The authors of the texts are entirely responsible for the content of their collaborations, as well as for guaranteeing that they are original and unpublished. The journal includes review in the editorial process using software that measures the degree of similarity by comparing it with documents published and indexed in electronic databases and other Internet resources. In case of detecting a plagiarism practice, the manuscript will be discarded from the publication process.

Copyright Notice

Sending a contribution to the Cuban Magazine of Finance and Prices (RCFP) implies a non-exclusive assignment of rights, which includes:

  • Reproduce the Article in whole or in part and communicate the Article to the public in print or electronic format, combined or not with the works of third parties, such as by making the Article available to the public via the Internet or any other network, as part of a database, with on-line or off-line access, for use by third parties;
  • Translate the Article into other languages ​​and release the translation to the public;
  • Create adaptations, summaries, or excerpts of the Article and other derivative works thereof, and exercise all of your rights in such adaptations, summaries, excerpts, and derivative works;

The Author of articles published in the Cuban Magazine of Finance and Prices (RCFP) may exercise the following rights:

  • Reproduce the Article, totally or partially, and disseminate its content or make it available to the public, in printed or electronic format, as part of a teaching content or as a compilation, for use in the academic or research field in the institution to the one to which the Author belongs or in those institutions to which he belongs.
  • Publish the Article on the Internet or authorize the Author's institution (or any other appropriate organization) to do the same, immediately from the date of publication of the Article in the journal: within the institution's closed network (p. eg, the intranet); or in publicly accessible institutional repositories or centrally organized repositories, provided that a link to the Article is included on the journal's website.
  • Grant to the Author's own institution (or any other appropriate organization) the authorization to reproduce the Article in order to prevent its deterioration or, if the original is in an obsolete format or the technology to use it is not available, in order to ensure that the Article remains available for teaching or research purposes.
  • Present the Article at a meeting or conference, and distribute copies of the Article to those attending the event.
  • Grant end users at the Author's own institution (or any other appropriate organization) permission to copy, use, transmit, and publicly perform the work and to create and distribute derivative works.

The names and email addresses entered in this journal will be used exclusively for the stated purposes of this journal and will not be made available to any other purpose or person.

The Cuban Magazine of Finances and Prices is deposited in the "José Martí" National Library, with Deposit No. 125431 and in the Information Center of the Ministry of Finances and Prices.

DECLARATION OF ETHICS AND GOOD PRACTICES

The editorial team of the Cuban Journal of Finance and Prices is committed to the scientific community in guaranteeing the ethics and quality of the published articles, based on the code of conduct and good practices established by the Publication Ethics Committee (in English Committee on Publication Ethics, COPE) defines for editors of scientific journals.


Commitments of the authors

• Originality and plagiarism: Authors who send manuscripts to the Cuban Journal of Finance and Prices must guarantee that the work is original and that it does not contain, in whole or in part, content from other authors. In addition, they must confirm that the empirical data obtained to verify the hypothesis have not been modified.
• Multiple and/or repetitive publications: The author may not publish articles, in more than one scientific journal, where the same results are shown. The simultaneous submission of the same contribution to other journals is considered ethically incorrect.
• List of sources: The author must correctly cite the sources and contributions mentioned in the article.
• Authorship: Authors must ensure the inclusion of those people who have made a contribution to the work. It is also necessary that the authors be ranked, according to their level of responsibility and involvement in its preparation.
• Access and retention: The authors of the articles must make available to the editors, if necessary, the sources or data used in the research, which can be kept for a period of time and made accessible.
• Conflict of interest and disclosure: All authors are required to declare that there are no conflicts of interest that may have influenced the results obtained. The authors must also indicate any funding received for the development of the research.
• Errors in published articles: When an author identifies an error or inaccuracy in his article, he must immediately inform the editors of the journal and provide them with all the necessary information for corrections.
• Responsibility: All authors must accept responsibility for what has been written and that they have carried out a review of the most important scientific literature on the topic analyzed, based on the use of all the most current currents of knowledge.


Reviewer Commitments

• Contribution to the editorial decision: Peer review helps editors to make decisions about proposed articles. It also allows the author to improve the work submitted for publication. The reviewers assume the commitment to carry out a critical and constructive analysis of the scientific quality of the contribution, in the field of their knowledge and skills.
• Respect for time: The reviewer who does not feel competent in the topic addressed by the article that has been sent to him or who cannot finish the evaluation in the scheduled time must immediately notify the editors. The reviewers undertake to evaluate the papers within the stipulated time.
• Confidentiality: Each assigned manuscript must be considered confidential. Therefore, these texts should not be discussed with other people without the express consent of the editors. In this way, it will only be analyzed, from the Open Peer Review, by the assigned reviewers and by the authors.
• Objectivity: The peer review will be carried out objectively. No personal judgment about the authors of the contributions is considered appropriate. Reviewers are required to give reasons for their assessments. The reviewers will deliver a complete critical report with appropriate references according to the review protocol established by the Cuban Magazine of Finance and Prices and the established regulations. They are required to notify editors if substantial parts of the work have already been published or are under review for another publication.
• Display of text: The reviewers undertake to indicate the bibliographic sources of important works that have not been used by the author. They must also inform the editors of any similarities of the manuscript with other works published by the author or other authors.
• Conflict of Interest and Disclosure: Information obtained during the peer review process must be considered confidential and may not be used for personal purposes. Reviewers only review a manuscript if there are no conflicts of interest.

• Publication decision: The editors will guarantee the selection of the most qualified reviewers to issue a critical appreciation of the papers, with the least possible biases.
