Abstract
It is a pleasure to present the third edition of the Cuban Magazine of Finance and Prices of Volume No. 2 corresponding to the year 2018. The ANEC Committee of the MFP invites all professionals and technicians to participate in the Economics Forum, within the framework of the activities that will take place in November for the day of the Economist and the Accountant. We invite you to present the results of your work, advances in ongoing research, to think, discuss and reflect on important economic issues for our country. It is our greatest interest to add them to our tireless search for alternative solutions to the economic and financial difficulties that impact us. ABOUT THE TOPICS TO ADDRESS: The works to be presented at the FORUM may be framed in the following themes, all in correspondence with the activities of our ministry: Financial Administration of the Cuban State and its systems. The Tax System accounting practice. Computer support for processing and control of the State Budget. The price policy in correspondence with the changes in the economy. Other issues related to complying with the Economic and Social Policy Guidelines, approved at the 7th PCC Congress. The works must have a maximum scope of 20 pages, with Arial 12 font, double spaced (except annexes, tables and graphs). They can be delivered until October 31, 2018, to the presidents of the base sections. The event will be held in November, the exact day will be specified in future calls. For this edition, the Editorial Board has considered contributions from professors, university students, professionals linked to accounting and finance in the country, and is beginning to receive contributions from foreign colleagues who are training as doctors in economics or accounting sciences under the mentorship of Cuban teachers. As usual, a legislative summary of the provisions issued in the second quarter of this year, which are published in the Official Gazette of the Republic or of general knowledge, is made available to readers. We look forward to collaborations for future issues and we hope that this effort will help readers to broaden, deepen and update their knowledge of the economic issues addressed. Editorial Board

The Author of articles published in the Cuban Magazine of Finance and Prices (RCFP) may exercise the following rights:
- Reproduce the Article, totally or partially, and disseminate its content or make it available to the public, in printed or electronic format, as part of a teaching content or as a compilation, for use in the academic or research field in the institution to the one to which the Author belongs or in those institutions to which he belongs.
- Publish the Article on the Internet or authorize the Author's institution (or any other appropriate organization) to do the same, immediately from the date of publication of the Article in the journal: within the institution's closed network (p. eg, the intranet); or in publicly accessible institutional repositories or centrally organized repositories, provided that a link to the Article is included on the journal's website.
- Grant to the Author's own institution (or any other appropriate organization) the authorization to reproduce the Article in order to prevent its deterioration or, if the original is in an obsolete format or the technology to use it is not available, in order to ensure that the Article remains available for teaching or research purposes;
- Present the Article at a meeting or conference, and distribute copies of the Article to those attending the event.
- Grant end users at the Author's own institution (or any other appropriate organization) permission to copy, use, transmit, and publicly perform the work and to create and distribute derivative works.
